Function: diffDeckIr()

diffDeckIr(expected, actual, notes): RoundTripReport

Compare the deck a script was generated from against the deck it produced.

notes must be the set that actually applies to the printed output — printScript's returned notes, not DeckIr.fidelity. The two differ in both directions: the printer suppresses notes its tier rescues and adds ones its tier causes, so diffing against the IR's own list would both over- and under-exclude.
